The City of Bartlesville is offering a broad amnesty program that will be available for all eligible accounts for the period from March 8, 2010 to April 9, 2010. This program will allow for discounts of 50% of amounts owed if paid in full during this period. See Resolution 3196 for additional details.

Utility Bills - Utility fees will be eligible for the amnesty program for all accounts that received a final bill dated before January 1, 2010 and that are still outstanding as of March 8, 2010. Any account already submitted to a collection agency may be paid directly to the agency as per standard procedures, however the agency's fees will be based on the original balance. Payment may be made at the Utility Billing window of City Hall for accounts not turned over for collections. Payment must be made at the credit agency for amounts already turned over for collections.
A partial list of eligible utility accounts may be found here. Inquiries about accounts still held by the City of Bartlesville should be directed to the Utility Billing Department at (918) 338-4224. If you suspect that you have an amount that has been turned over to collections, you should call the Credit Bureau at (918) 336-4451 to enquire. These amounts are eligible as well, but citizens must obtain a letter authorizing them to participate prior to making the discounted payment at the Credit Bureau.
Property Liens - Liens will be eligible if they were certified to the County by the City of Bartlesville prior to March 1, 2010 and are still outstanding as of March 8, 2010. Liens resulting from the voluntary demolition program will be excluded from this program, since these liens were the result of greatly discounted services that were contracted for voluntarily by the citizen. Citizens wishing to participate must obtain a letter from the City of Bartlesville at the Cashier's Window of City Hall authorizing the reduction of the lien and payment must be made to Washington County. Fees added to the lien by Washington County will still be based on the original amount of the lien as is required by law.

Court Fines & Fees - Court fines and fees will be eligible for the amnesty program for any individual with an outstanding warrant that was issued prior to March 1, 2010 and for any individual with a parking ticket issued prior to February 1, 2010, so long as the warrant or ticket are still outstanding as of March 8, 2010. However, only voluntary payments made during this period will be eligible, and any warrants served during arrests or otherwise will not be eligible. Amounts required to be collected by the State will be based on the original fine as required by law. Payment must be made at the Court Clerk's window at City Hall.
